A binary number with a fractional part expands positionally on BOTH sides of the point — powers 2^0, 2^1, ... leftward and 1/2, 1/4, 1/8 rightward — then the two sums are added.

Why this works. Positional notation continues across the point: the place values right of the binary point are the negative powers of 2.
