Reservation restricts who can contest (candidates only); separate electorates restrict who can vote (splitting the electorate by community) — and the Constituent Assembly explicitly chose the former because the latter was seen as isolating, not protecting, minorities.

The difference. In a system of reservation of constituencies, every voter in that constituency — of any community — can vote, but the candidates who may contest are restricted to members of the specific community the seat is reserved for. In separate electorates, by contrast, the electorate itself is split by community: to elect "a" community's representative, only that community's own members could vote at all, so different communities effectively voted in entirely separate elections rather than one shared contest.

Why the Constituent Assembly rejected separate electorates. This was not a technical decision — it was argued out directly by representatives of the very communities it would have affected. Tajamul Husain, speaking largely for Muslim members, called separate electorates "a curse to India" that had "done incalculable harm," arguing that his community wanted to merge into the nation rather than be kept apart, and explicitly asked that reservation (not separate electorates) be used instead. Jaipal Singh made a parallel case for the Adivasis: under earlier, separate-electorate-style arrangements (the 1935 Act), Adivasis had held only 24 of 1,585 seats nationwide and not a single seat at the Centre — effectively kept "in a zoo," in his words — and he explicitly asked for reservation of seats rather than separate electorates, precisely because reservation would let Adivasis genuinely mix into the wider political system while still guaranteeing them real seats. …
