Conclusion

The modern executive is a very powerful institution of government, enjoying greater powers compared to the other organs of government — the legislature and the judiciary. This concentration of power generates a greater need for democratic control over the executive. The makers of India's Constitution thought about this with real foresight, and ensured that the executive would be put firmly under regular supervision and control. It is exactly for this reason that a parliamentary executive was chosen over a presidential one: the parliamentary system's many mechanisms of accountability — the President's constitutional position, the Council of Ministers' collective responsibility to the Lok Sabha, and legislative oversight generally — keep the executive answerable to the people's elected representatives.
