Both things are true at once — the Lok Sabha has real constitutional tools to control the executive, but how much those tools are actually used to control policy, versus simply to voice popular sentiment, depends heavily on whether the government commands a secure majority.

It would be inaccurate to say the Lok Sabha has no real control over the executive — it has the constitutional power to remove a government through a no-confidence motion, to withhold approval from the budget, and to compel ministers to answer searching questions every day during Question Hour. Several governments have actually fallen on the floor of the Lok Sabha since 1989, which shows this control is not merely theoretical.

At the same time, the statement captures something real. Question Hour discussions, the chapter notes, are often so heated that members raise their voices, walk into the well of the House, or walk out altogether — and these dramatic gestures are frequently described as political techniques used to gain concessions and force accountability rather than as votes that directly change a decision. When a government enjoys a comfortable, disciplined majority, an individual debate or protest is unlikely to alter the outcome of a policy decision already settled by the Cabinet — in that situation, the debate mainly serves to put grievances (price rise, corruption, atrocities against weaker sections, and similar issues) on the public record and force the government to respond publicly, even if it does not reverse course. …
