Both statements are true, and the Reason correctly explains why manpower is so important in the service sector.

Let’s think about what the service sector actually is. It’s the part of the economy that does not produce physical goods — instead, it provides services. Think of banking, education, healthcare, tourism, IT, transport, insurance, and so on. In all these fields, the “product” is not a thing you can hold; it’s an activity performed by people. That is why manpower — the human effort, skill, and expertise — is absolutely central. Without trained people, there is no service to deliver.

Now look at the Assertion: “Manpower is an important component of the service sector.” This is clearly true. In fact, in many service industries, the quality of the service depends almost entirely on the quality of the people providing it. A hospital without skilled doctors and nurses is just a building. Unlike agriculture or manufacturing, where machines can replace many human tasks, most services require direct human interaction, judgment, and specialised knowledge. A software engineer, a surgeon, a pilot, a financial analyst — all need years of training. Even less obviously “expert” services, like a plumber or an electrician, require specific skills.

Note

This does not mean that every service job requires a university degree. But it does mean that almost all tertiary activities need some form of training or skill — which is why manpower, not machinery, is the backbone of this sector. …
