The Mandal Commission, officially known as the Second Backward Classes Commission, was constituted in 1979 by the Janata Party government. Its primary objective was to identify the socially and educationally backward classes (SEBCs) in India and recommend measures for their advancement. This initiative stemmed from a constitutional mandate to address historical inequalities and ensure greater representation for these communities in public life. The Commission, chaired by B.P. Mandal, submitted its comprehensive report in 1980.
After extensive surveys and analysis, the Mandal Commission identified 3,743 castes and communities as socially and educationally backward. To address their underrepresentation and improve their socio-economic status, the Commission put forth several far-reaching recommendations aimed at affirmative action.
Two significant recommendations suggested by the Mandal Commission were:
- Reservation of 27% of government jobs for Other Backward Classes (OBCs): This was arguably the most impactful and widely discussed recommendation. The Commission proposed that 27% of all posts under the Central Government and public sector undertakings be reserved for OBCs. This was in addition to the existing reservations for Scheduled Castes (SC) and Scheduled Tribes (ST), bringing the total reservation to 49.5%.
