Part (a)

The environment is no longer a purely local concern; pollution and resource use ignore borders, pushing several issues to the top of the global political agenda.

  • Climate change and global warming. Burning fossil fuels releases carbon dioxide that heats the entire planet, causing melting ice, sea-level rise and extreme weather. Because no country can fix it alone, it has produced international bargaining – the Kyoto Protocol and the Paris Agreement – and sharp disputes between developed and developing nations over who should bear the cost.
  • Depletion of the ozone layer. CFCs used in refrigerators and aerosols damaged the stratospheric ozone that shields life from ultraviolet radiation. As the harm was worldwide, states agreed the Montreal Protocol (1987) to phase out CFCs – a model of cooperation.
  • Loss of biodiversity. Habitat destruction, pollution and over-exploitation are driving species extinction far above the natural rate, threatening food, medicine and ecosystems everywhere. The Convention on Biological Diversity (1992) tries to protect it, but enforcement is weak. …
