Part (a): The Janata Party formed in 1977 due to shared Emergency repression, the need for a single anti-Congress front, and JP's moral leadership.

Part (b): The 1975 Emergency was not necessary — the situation could have been handled under existing laws, it caused grave abuses, and it mainly served the Prime Minister's political interest.

Part (a)

The Emergency of 1975–77 suspended democracy, jailed opponents and censored the press. When elections were finally called in 1977, the previously fragmented opposition merged into the Janata Party. Three reasons drove this:

  • Shared experience of repression: During the Emergency, leaders from very different parties — Jayaprakash Narayan, Morarji Desai, Atal Bihari Vajpayee and others — were imprisoned together. This common suffering broke down old rivalries and convinced them that democracy itself was at stake and that survival demanded unity.
  • Electoral arithmetic — a single anti-Congress front: The opposition had long split the anti-Congress vote, letting the Congress win.
