Part (a): The Emergency taught that democracy is hard to uproot in India and that civil liberties and fundamental rights are precious and need stronger safeguards.

Part (b): The government justified it by citing a threat of internal disturbance from the JP movement and the need to restore order and stability for development.

On 25 June 1975 President Fakhruddin Ali Ahmed, on the advice of Prime Minister Indira Gandhi, proclaimed a national Emergency under Article 352 citing "internal disturbance." For twenty-one months fundamental rights were suspended, opposition leaders were jailed and the press was censored. The episode remains one of the most instructive chapters in India's democratic history.

Part (a)

Two central lessons emerged.

Democracy has deep roots in India and is difficult to dismantle. Despite the suspension of rights and the concentration of power, the democratic order proved resilient. When elections were finally called in 1977, voters decisively rejected the ruling Congress and brought the Janata Party to power, and the government accepted the verdict.
