NITI Aayog was constituted in 2015, replacing the Planning Commission of India.

The Planning Commission was established in 1950 by a simple executive resolution of the Government of India, not by an act of Parliament. For over six decades, it served as the central body that formulated India’s Five-Year Plans, allocated resources to states, and guided the country’s economic development from a socialist-leaning, state-directed model. By the early 2010s, however, its top-down, one-size-fits-all approach had grown increasingly out of step with a more federal, market-oriented India. States wanted greater autonomy, and the rigid five-year planning framework no longer suited a rapidly changing economy.

In January 2015, the government announced the dissolution of the Planning Commission and the creation of a new institution: the National Institution for Transforming India, better known as NITI Aayog. The word “NITI” stands for “policy” in Sanskrit, signalling a shift from planning to policy-making. Unlike its predecessor, NITI Aayog is not a statutory body — it too was created by an executive resolution — and it has no power to allocate funds to states. Instead, it functions as a think tank and a platform for cooperative federalism, bringing together the central government and state governments to design long-term strategies, sectoral policies, and development initiatives. …
