Mukherjee's resignation from Nehru's cabinet in 1950 was a critical turning point. His departure was primarily due to fundamental disagreements over the Liaquat-Nehru Pact (also known as the Delhi Pact), which aimed to protect minority rights in both India and Pakistan. Mukherjee felt that the pact did not adequately address the concerns of Hindu refugees from East Pakistan and that the government's approach was compromising India's national interests.

The Liaquat-Nehru Pact was signed in April 1950 between the Prime Ministers of India and Pakistan to resolve issues related to the migration of minorities and ensure their safety and rights in both countries. Mukherjee believed it failed to protect Hindus in East Pakistan effectively.

Following his resignation, Mukherjee sought to create a new political platform that would articulate his vision for India. He envisioned a party that would champion cultural nationalism, a strong defence policy, and a unified India, including the integration of Jammu and Kashmir.
