Part (a): Planning has real limitations — it creates rigidity, may fail in a dynamic environment, reduces creativity and involves heavy costs.

Part (b): Organising is important because it brings the benefits of specialisation, clarity in working relationships, optimum use of resources, and enables adaptation, expansion and growth.

The question gives you a choice between the drawbacks of planning and the merits of organising. Both are 4-mark demands, so four well-explained points are expected in whichever alternative you attempt.

Part (a)

Planning is the primary function of management — deciding in advance what to do and how to do it. Yet no plan is flawless, and it carries several limitations.

  1. Planning leads to rigidity. A well-defined plan lays down a fixed programme of action. Managers may feel bound to follow it even when conditions change, and this internal inflexibility can make the organisation slow to respond.
  2. Planning may not work in a dynamic environment. The environment is uncertain and constantly changing. Planning is based on forecasts, and no forecast can capture every future change in policy, technology or competition. A plan that ignores these shifts becomes unrealistic.
  3. Planning reduces creativity. Planning is usually done by top management, while the rest of the organisation only implements. Because employees are expected to work strictly as per the plan, they cannot take initiative or contribute new ideas, so creativity is dampened. …
