The Dewan is confused because the Tiger King wants him to find a bride who is doubly qualified — of the right royal rank and from a state with plenty of tigers to hunt — and matching both conditions in one princess is a genuinely awkward task.

To understand the Dewan's confusion, we have to remember what really drives the Maharaja. Ever since the astrologer's prophecy that he would be killed by a tiger, the king has devoted his life to killing tigers, one after another, to cheat that fate. His marriage, when he finally turns to it, is simply the next step in that campaign, not a personal or dynastic wish.

By this point the Maharaja has killed all the tigers in his own state and has none left to hunt. So he instructs the Dewan to find him a wife — but with a very particular condition attached.
