Census-2001 town: 5,000+ population, density 400+/sq.km, and 75%+ of male workers in non-farm work (plus all statutory municipal towns). OR: electricity comes from thermal, hydro, nuclear and renewable (solar, wind, tidal, geothermal, bio-gas) sources.

Definition of a town as per the Census of 2001:

A settlement is classified as a town if it satisfies the following criteria:

  • A minimum population of 5,000.
  • A density of population of at least 400 persons per square kilometre.
  • At least 75% of the male working population engaged in non-agricultural activities (secondary and tertiary sector work).

In addition, all places with a municipality, corporation, cantonment board or notified town area committee (statutory towns) are automatically treated as towns regardless of the above.
