The budget set is all combinations of two goods a consumer can afford with his income at given prices — the area on and below the budget line.

In the theory of consumer behaviour (Karnataka 2nd PUC), suppose a consumer buys two goods, Good 1 (price P1) and Good 2 (price P2), with money income M.

Budget line: The budget line shows all combinations of the two goods that cost exactly the whole income. Its equation is:

P1·x1 + P2·x2 = M

where x1 and x2 are the quantities of the two goods.

Budget set: The budget set is all the bundles the consumer can afford, i.e. those costing the whole income or less:

P1·x1 + P2·x2 ≤ M
