Step 1. The stratospheric ozone layer shields all life on Earth from harmful ultraviolet (UV) radiation from the sun, particularly UV-B, which damages DNA and proteins, accelerates skin ageing, raises the risk of skin cancers, and can cause corneal inflammation (snow blindness) and cataracts in the eyes.

Step 2. This shield has been progressively weakened by chlorofluorocarbons (CFCs), released from products such as fire extinguishers, air conditioners and refrigerants, which drift into the stratosphere and catalytically destroy ozone molecules, producing severe thinning most visible as the ozone hole over Antarctica.

Step 3. Because CFCs are emitted by many countries and drift globally through the atmosphere, no single country acting alone can fix the problem -- effective protection of the ozone layer requires coordinated, binding international action. …
