In this electrophilic aromatic substitution, the phenoxide ring (activated and made strongly nucleophilic by the -O(-) substituent) attacks the electrophilic carbon of CO2 (the carbon of O=C=O is electron-poor, being doubly bonded to two electronegative oxygens), installing a -COO(-) group onto the ring ortho to the original oxygen.
