Step 1. All halogens have the valence configuration ns2np5 and reach -1 by gaining (or sharing) one electron to complete their octet.

Step 2. Fluorine, being a second-period element, has no d-orbitals at all available in its valence shell (n=2 has only s and p subshells) -- so it has no way to promote and unpair additional electrons for extra bonds, and is also the most electronegative element, so it never behaves as an electron-donor either.
