Step 1. Metallic conductors: the conduction band is either already partially filled with a large number of electrons, or a filled band overlaps in energy with an empty band with no gap between them -- in either case electrons move freely, giving high conductivity (10410^4 to 107 Ω−1m−110^7\ \Omega^{-1}m^{-1}).

Step 2. Insulators: the valence band is completely filled and the conduction band is completely empty, separated by a large forbidden energy gap; thermal energy at ordinary temperature cannot promote electrons across this gap, so conductivity stays very low (10−2010^{-20} to 10−10 Ω−1m−110^{-10}\ \Omega^{-1}m^{-1}).

Step 3. Semiconductors: the same filled valence band / empty conduction band picture applies as for insulators, but the gap between them is much smaller, so a few electrons ARE thermally promoted across it, giving an intermediate conductivity (10−610^{-6} to 104 Ω−1m−110^4\ \Omega^{-1}m^{-1}) that rises further with temperature. …
