Step 1. When hydrogen is covalently bonded to a small, highly electronegative atom (fluorine, oxygen or nitrogen), the shared electron pair is pulled strongly toward that atom, leaving the hydrogen with a substantial partial positive charge.
Step 2. This electron-poor hydrogen is then attracted electrostatically to the lone pair of an electronegative atom (F, O, N) of a neighbouring molecule (or of another part of the same molecule). That attraction is the hydrogen bond. …
