NITI Aayog (National Institution for Transforming India), which replaced the Planning Commission in 2015, has several stated objectives centred on involving states as equal partners in planning and providing strategic policy direction rather than imposing top-down five-year targets.

Two important objectives of NITI Aayog:

  1. To foster cooperative federalism through structured support initiatives and mechanisms with the states on a continuous basis, recognising that strong states make a strong nation — states are treated as genuine partners in the growth process rather than passive recipients of central plans.

  2. To evolve a shared vision of national development priorities and strategies, formulating credible long-term plans at the village level and aggregating these progressively upward, and to design a strategic and long-term policy and programme framework for the government, with mechanisms to monitor their progress and efficacy.
