Alcohols boil higher than similarly-sized haloalkanes because O–H...O hydrogen bonding between alcohol molecules must be broken on boiling, whereas haloalkanes lack this.

Boiling point depends mainly on the strength of intermolecular forces that must be overcome for a molecule to escape into the vapour phase.
