A price index tracks changes in prices with quantities fixed; a quantity index tracks changes in physical quantities with prices fixed. They answer different questions — 'how much have prices moved?' versus 'how much has output/consumption moved?'.

Price index vs quantity index

Both are index numbers, but they measure change in different variables:
