The base period is the reference against which change is measured, so it must be a normal year, reasonably recent, and one with reliable data.

Desirable properties of the base period

The base period is the benchmark (index = 100) against which the current period is compared. For the comparison to be meaningful, the base period should have these properties:

  • Normal period — it should be free from abnormal or unusual conditions such as wars, natural calamities, famines, floods, booms or slumps. An abnormal base would distort every later comparison.
  • Not too distant — it should be reasonably close to the current period. Tastes, technology and the range of goods change over time, so a very old base makes the comparison less relevant. …
