Different consumer groups have different consumption baskets and spending patterns, so one CPI cannot fairly measure the cost of living for all of them — hence separate CPIs with group-specific weights.

Why different CPIs are essential

A CPI is a weighted index — the weights are the shares of different items in a household's spending. But those shares depend on who the consumer is:

  • An industrial worker spends a large part of income on food and modest housing.
  • An agricultural labourer has a different basket again, weighted heavily towards a few essentials.
  • An urban non-manual employee spends relatively more on housing, transport, education and services.
