A pseudo-cereal is a non-grass, dicot plant whose seeds are eaten and used like true cereal grains -- e.g. Amaranthus.

True cereals belong to the grass family (Poaceae) -- rice, wheat, maize, etc. Pseudo-cereals, however, are plants from OTHER (dicotyledonous) plant families whose seeds are nutritionally and culinarily similar to true cereal grains -- they are starchy, can be milled into flour or cooked whole, and are used as a staple/substitute food in the same way cereals are, even though the plant itself is botanically unrelated to grasses.
