Yes - the coefficient of friction can be greater than 1. It is usually less than 1, but for very rough or strongly-adhesive surfaces the friction force can exceed the normal force, giving u > 1.

The coefficient of friction is defined as:

u = f / N

where f is the limiting (maximum static) friction force and N is the normal reaction force.

There is no law of physics that restricts u to be less than 1. A value u > 1 simply means the maximum friction force is larger than the normal force pressing the surfaces together.
