NAND and NOR gates are called universal gates because every other basic logic gate can be constructed using repeated combinations of only NAND gates (or only NOR gates).

A logic gate is called a 'universal gate' if it alone is sufficient to realise any Boolean logic function — i.e., any other gate (NOT, AND, OR, XOR, XNOR, etc.) can be built by suitably interconnecting only that one type of gate.
