When the galvanometer reads zero, the bridge is balanced and the four arms satisfy PQ=RS\dfrac{P}{Q}=\dfrac{R}{S}. (Answering the main part; the alternative asked about a stretched wire.)

Set-up. A Wheatstone bridge has four resistances PP, QQ, RR, SS in its four arms, a cell across one diagonal (A-C) and a galvanometer GG across the other (B-D).

Balance condition. At balance the galvanometer shows no deflection, so no current flows through it (Ig=0I_g=0). Then the current I1I_1 flows through PP and QQ, and I2I_2 through RR and SS.

Because B and D are at the same potential:
