Refugees typically cannot legally work, educate their children, or acquire property, and can remain stateless for years or generations in camps or as illegal migrants, because no single state has granted them citizenship. Global citizenship could help by encouraging states to cooperate across borders to guarantee such people basic rights and protection, since no single state's citizenship can, on its own, solve a problem this size.

People become refugees when they are displaced by war, persecution, or famine — for example, refugees from the Darfur region of Sudan, Palestinian refugees, or Burmese and Bangladeshi refugees. If no state is willing to accept them, and they cannot return to their own country, they become stateless people or long-term refugees. In practice, this often means: being forced to live in camps or as illegal migrants; being unable to work legally; being unable to educate their children; and being unable to acquire property. Because the scale of this problem is so large worldwide, the United Nations set up a High Commissioner for Refugees (UNHCR) specifically to help such people. Even where a country like India has a tradition of offering refuge (as it did to the Dalai Lama and his followers after 1959), most people who arrive this way remain stateless for years or generations, with only a relatively small number ever granted full citizenship. …
