Every society made up of diverse, often disagreeing people needs some shared answer to a handful of basic questions before it can function at all: how do people who disagree about almost everything still manage to live and cooperate together, who is entitled to decide what the rules governing everyone will be, what stops whoever holds that power from abusing it, can the society's shared document express what it hopes to become, and does agreeing to common rules give the group any shared identity at all? A constitution is exactly the answer a society gives to all of these questions together. It performs at least four distinct functions: it provides a set of basic, publicly known, enforceable rules that let diverse people coordinate and trust one another (coordination and assurance); it specifies who actually holds the power to make binding decisions, such as a parliament, and how that body is organised (specification of decision-making powers); it sets fundamental limits on what any government may do to its own citizens, typically through guaranteed rights (limitations on the powers of government); and, in many modern constitutions including India's, it actively enables government to pursue a society's positive aspirations, such as reducing entrenched inequality (aspirations and goals of a society).
