States want more autonomy mainly to gain a greater share of powers, financial independence, administrative control, and protection of their cultural/linguistic identity, while remaining within the Indian Union — this is very different from secession, which means breaking away from the country altogether.

States have wanted more autonomy for several connected reasons. Sometimes the demand is that the division of powers should be changed in the States' favour, giving them more important powers. Sometimes it is a demand for financial autonomy — independent sources of revenue and greater control over resources, instead of depending on the Centre for grants and assistance. At other times it is a demand for administrative autonomy, since States resent central control over the administrative machinery.
