Real decentralisation in a Gram Sabha meeting on education requires choosing a day, venue, and agenda that genuinely include every affected villager, especially women and families of out-of-school children — the meeting the survey actually describes fails this test.

  1. Choosing the meeting day. None of the four listed options is inclusive by default. A day specified by the BDO or Collector reflects administrative convenience, not villagers' own availability. The village haat (market) day keeps many people, especially those who trade or shop there, occupied and away. A festival day like Naag Panchami or Sankranti either excludes households that don't observe it or burdens women in particular with festival preparation and domestic work, reducing their ability to attend. A plain Sunday can help since it is generally a non-working day, but the better answer is that the Gram Sabha itself, in consultation with villagers — including women and agricultural labourers, whose work schedules differ from others' — should choose a day, rather than the day being fixed unilaterally by an outside authority or a majority-community calendar.
  2. Choosing the venue. A venue suggested by the district collector's circular again reflects outside, not local, judgement. A religious place can subtly signal that the meeting belongs to one community more than others. A Dalit Mohalla or an upper-caste Tola, chosen alone, would each make a different section of the village uncomfortable attending fully and freely.
