Part (a): cities and villages form one interdependent network — villages supply food, raw materials and labour; cities supply goods, markets and services — linked through a settlement hierarchy, while cities also connect with each other.

Part (b): compact rural settlements in India arise mainly from clustering around scarce water, fertile level plains, and the need for security and community.

Part (a)

The statement that "the cities are connected, directly or indirectly, with villages and also with each other" reflects the interdependence of settlements.

Village-to-city links. No city is self-sufficient. Villages supply cities with foodgrains, milk, vegetables, cotton, oilseeds and other raw materials, and provide a stream of migrant labour for construction, factories and services. In return, cities supply villages with manufactured goods, machinery, fertilisers and consumer items, and act as markets for rural surplus.

The connection works through a hierarchy of settlements: a village links to a nearby small town, the town to a district city, and the district city to a state capital or metropolis. Roads, railways and communication networks form the physical arteries that tie these nodes together, and remittances from urban migrants flow back to sustain rural households.

City-to-city links. Cities are also joined to one another — a port city channels imported goods to inland industrial hubs, manufacturing cities exchange components, and administrative centres coordinate policy. Capital, goods, people and ideas move constantly between them. …
