Q.Analyse the rituals associated with Mahanavami Dibba at the Royal Centre in Vijayanagara.

Imagine you are visiting a massive, ancient fort. At its very heart, you find a towering, stepped platform made of stone. It’s not a temple, not a palace, but a stage. This is the Mahanavami Dibba — the "Great Platform of the Nine Nights" — and it was the ceremonial and symbolic centre of the Vijayanagara Empire.

To understand its significance, you have to picture the empire at its peak, around the 15th–16th century. The king, Krishnadevaraya, ruled from the city of Vijayanagara (modern-day Hampi). The Mahanavami Dibba was not where he lived; it was where he appeared as a god-king. It was the stage for the most important festival of the year: the Mahanavami (the ninth and final night of the Navaratri festival, dedicated to the goddess Durga).

Why was this platform so important? It served three interlocking purposes, all of which you need to know for your exams.

1. The King’s Public Display of Power and Divinity

During the Mahanavami festival, the Vijayanagara emperor would sit on this platform, in full view of the entire court, foreign ambassadors, and the common people gathered below. This was a carefully choreographed spectacle. The king would review his army, receive tribute from defeated chiefs, and watch processions of horses, elephants, dancers, and musicians. By doing this on a raised, permanent stage, he was visually claiming that his authority came from the goddess Durga herself. He was not just a ruler; he was the earthly representative of divine power, and the Dibba was his throne.

2. The Centre of the "City of Victory"

The entire royal centre of Vijayanagara was designed around this platform. The king’s audience hall, the queen’s quarters, and the temple of Ramachandra were all nearby. The Dibba was the architectural anchor. It was the point from which the king could see and be seen. The relief carvings on the sides of the platform show scenes of hunting, dancing, and processions — a permanent record of the festival’s grandeur. This tells us that the empire’s identity was built on military might, ritual, and public celebration, all focused on this one spot.

3. A Symbol of Imperial Ideology …

State and Local Governance: A First Look

Think about your daily life. The school you attend, the road you take to get there, the police station that keeps your neighbourhood safe, the hospital you visit when you're sick — who runs all of this? You might say "the government," but which part of it? The answer is not one single entity. Governance in India works at multiple levels, and the two that touch your life most directly are the State government and the Local government.

The Big Picture: Why Three Levels?

India is a vast country. Imagine trying to run everything — from defence and foreign policy down to street lights and garbage collection — from one office in Delhi. It would be impossible. That is why the Constitution divides power between the Union (central) government, the State governments, and the Local bodies. This division is not arbitrary; it follows the principle of federalism, where each level has its own set of responsibilities, called "subjects" or "lists."

The Union List contains subjects of national importance — defence, currency, railways, foreign affairs. The State List contains subjects of regional and local importance — police, public health, agriculture, local government. There is also a Concurrent List where both can legislate, but Union law prevails if there is a conflict.

State Governance: The Middle Layer

Each state in India has its own government, just like the Union government. The structure mirrors the national one:

• Governor — Appointed by the President of India, acts as the constitutional head of the state.
• Chief Minister — The real executive head, elected by the people through their representatives in the state legislative assembly.
• State Legislature — Usually bicameral (two houses) in some states, but most have only one house (the Legislative Assembly or Vidhan Sabha).

The State government handles subjects that affect the entire state but are too local for the Union to manage efficiently. For example, law and order (police), agriculture, irrigation, public health, education (schools and colleges), and local government itself.

Local Governance: The Grassroots

Below the state level, governance gets even closer to the people. This is local self-government. The idea is simple: the people of a village, town, or city know their own problems best and should have a say in solving them.

Local bodies are of two main types:

Rural Local Bodies — Panchayati Raj

The 73rd Constitutional Amendment (1992) gave constitutional status to Panchayati Raj institutions. The structure is three-tiered:

• Gram Panchayat at the village level
• Panchayat Samiti (or Block Samiti) at the block level
• Zila Parishad at the district level

The Gram Panchayat is the most direct. It consists of elected members (Panchs) and a Sarpanch. It looks after village roads, water supply, sanitation, street lighting, and primary schools. It also implements various welfare schemes.

Urban Local Bodies — Municipalities

The 74th Constitutional Amendment (1992) did the same for urban areas. Depending on the size of the town or city, you have:

• Municipal Corporation (for large cities like Delhi, Mumbai, Chennai)
• Municipal Council (for smaller towns)
• Nagar Panchayat (for areas transitioning from rural to urban)

These bodies handle city services: garbage collection, drainage, local roads, parks, street lighting, and issuing birth/death certificates. …
