Part (a): The 1969 Congress split arose from an ideological quarrel over socialist economic policy and a personal power struggle between Indira Gandhi and the Syndicate.

Part (b): The 1975 Emergency taught India that democracy is resilient and cannot easily be abolished, and it exposed constitutional loopholes and the fragility of civil liberties.

By the late 1960s the Congress that had dominated politics since independence began to fracture, and two forces — one ideological, one about raw power — tore it apart in 1969.

  • Ideological divergence over economic policy. Indira Gandhi, Prime Minister since 1966, moved sharply to the left, championing the nationalisation of fourteen major banks in July 1969, the abolition of the privy purses of the former princely rulers, and a pro-poor agenda. The party's old guard — the Syndicate of senior leaders such as S. Nijalingappa, Morarji Desai and K. Kamaraj — favoured a cautious, pro-business approach and saw her measures as populist adventurism. This was a clash between two visions of what the Congress should stand for. …
