Part (a): External security deals with foreign military threats to the state and is met by armed force and diplomacy; internal security deals with threats within the country—insurgency, terrorism, communal violence—met by policing, development and reconciliation.

Part (b): Non-traditional security is more comprehensive because it protects human beings, not just the state, from a wide range of threats—poverty, disease, environmental collapse, migration—that cross borders and need cooperative responses.

Part (a)

Security in the contemporary world is understood at two levels—external and internal—and the two differ in important ways.

Source and location of the threat. External security concerns threats that originate outside a state's borders: military aggression by another country, war, territorial invasion and cross-border terrorism. Internal security concerns threats that arise within the state: separatist insurgencies, communal and ethnic violence, organised crime and challenges to law and order.

Actor and referent. In external security the state is defended against foreign powers, and the armed forces are the principal instrument. In internal security the task is to protect citizens and the constitutional order from disturbances generated inside the country, so the police and civil administration take the lead.

Means of response. External threats are met by military readiness, alliances, deterrence and diplomacy—a tank division or a defence treaty. Internal threats cannot be solved this way; they require policing, but also economic development, social policy and political reconciliation, because they often spring from grievances, inequality or communal tension. …
