Part (a)

For most of history, security meant defending territory against another state's army. From the 1990s a broader understanding emerged: non-traditional security, which focuses on non-military, transnational dangers that target human beings directly. Three important new sources of threat can be highlighted.

First, terrorism. Unlike a conventional war between states, terrorism is political violence carried out by non-state actors who deliberately target civilians to create fear and pursue political aims. Terrorists wear no uniform and hold no territory in the usual sense, and they can strike anywhere — as the 9/11 attacks of 2001 showed, when a handful of hijackers killed thousands and no military could prevent it.

Second, health epidemics and pandemics. The rapid, cross-border spread of infectious diseases — HIV-AIDS, avian (bird) flu, and above all COVID-19 — can overwhelm health systems, halt economies, and destabilise entire societies. A virus emerging in one city can bring the whole world to a standstill, a threat no army can defend against.

Third, global poverty. The widening gap between rich and poor countries, and the poverty that drives large-scale migration and refugee flows, is a profound source of insecurity. Poverty can breed conflict, and mass movements of people across borders create instability that spills far beyond any single state. …
