Part (a)

India's federal structure was designed to balance national unity with regional diversity, and on the whole it has held; but no federal system is free of friction, and two issues remain especially contentious. The first is the tension between the Union and the states over the distribution of powers, particularly finance. The Constitution gives the Centre considerable authority — residuary powers, the power to reorganise states, and the power under Article 356 to intervene in a state — and states often complain of encroachment and, above all, of fiscal imbalance: they raise only about a third of what they spend and depend on central grants and tax devolution, which breeds a sense of dependency and resentment, especially when a state is ruled by a party different from the one at the Centre. The second is inter-state disputes, above all over the sharing of river waters and over borders. Rivers such as the Cauvery, Krishna and Godavari have provoked bitter, recurring conflict — the Cauvery dispute between Karnataka and Tamil Nadu being the sharpest example — that is legal but also deeply emotional, tied to livelihoods and identity, and the Centre's mediating role is sometimes seen as partisan or ineffective. …
