Part (a)

After independence India inherited provinces drawn by the British for administrative convenience, with little regard for language. The demand for states formed on a linguistic basis was powerful and emotional; the creation of Andhra State in 1953 was followed by the States Reorganisation Act of 1956, which redrew the map along linguistic lines. In my view this helped rather than harmed unity. By giving each major linguistic group its own political space, the reorganisation removed a deep grievance: people no longer felt their language and culture were being suppressed by a distant bureaucracy, and could run their schools, courts and administration in their own tongue. This made the idea of India feel like a partnership rather than an imposition, so that a person could be a proud Tamil, Bengali or Maharashtrian and a proud Indian at once — the two identities reinforcing each other. Because the Centre retained defence, foreign policy, currency and interstate commerce, the federation remained strong. There have been costs — border disputes and river-water conflicts such as the Cauvery dispute — but these are manageable tensions within a working federal system, not signs of disintegration. The alternative, imposing a single language, would have provoked far greater resistance, as the anti-Hindi agitations in Tamil Nadu demonstrated. By accommodating diversity early, India stayed united while many other post-colonial states fragmented. …
