The institution of caste underwent major changes during the colonial period, partly through deliberate policy and partly through the wider forces colonial rule set in motion. The most important instrument was the colonial census, conducted from 1881 and elaborated by administrators like H.H. Risley, who tried to count, classify and rank every caste. This enumeration turned what had often been fluid, locally varying identities into fixed, standardised and hierarchically ordered all-India categories; it even provoked caste associations to organise and petition the state for recognition of a higher status. New land-revenue settlements attached caste groups to new relations of property, landlordism and tenancy. At the same time, English education, employment in the colonial administration, growth of towns, railways and recruitment into the army created avenues of mobility that loosened the old, rigid link between caste and hereditary occupation, so that a person's caste no longer strictly fixed their work. Uniform administrative and legal systems, Christian missionary activity, and the social-reform and anti-caste movements began to question and challenge caste practices. Paradoxically, therefore, colonialism both made caste more rigid and self-conscious through classification, and opened the conditions in which it could be contested. …
