States fear cultural diversity because it can fragment national unity and complicate governance by creating competing loyalties and administrative challenges.

Cultural diversity, for all its richness, presents genuine dilemmas to modern states. A state's fundamental task is to maintain order, ensure loyalty to a common political framework, and govern effectively across its territory. When a population is divided along lines of language, religion, ethnicity or custom, that task becomes exponentially harder.

The first reason states view diversity with suspicion is the threat to national unity and cohesion. A state depends on its citizens identifying, at least in part, with the nation as a whole. When people's primary loyalty is to their linguistic group, their religious community, or their ethnic identity rather than to the state itself, the bonds holding the political community together weaken. Diverse groups may develop competing visions of what the nation should be, or even question whether they belong to the same nation at all. History is littered with examples of multi-ethnic or multi-religious states fracturing along these lines—separatist movements, civil conflict, and demands for autonomy or independence often emerge when cultural groups feel their identity is incompatible with the dominant national narrative.
