Social exclusion describes a condition in which individuals or whole communities are pushed to the margins of society and denied access to facilities, benefits and opportunities available to the mainstream. It is broader than poverty: it is not only about lacking money but about being actively kept out of social, economic and political life. The statement stresses that this is systematic — it follows a pattern and works through established structures rather than occurring by chance.

Society's institutions — its laws, customs, economic arrangements and hierarchies — are organised in ways that consistently disadvantage particular groups. When a community is barred from public wells, temples, schools or employment not merely because of one person's prejudice but because norms and practices institutionalise that denial, that is systematic exclusion. The caste system is the classic Indian example: for centuries certain castes were shut out of education, worship, landholding and authority.
