The bulk of blood transfer from atria to ventricles happens by simple passive flow during joint diastole, before the SA node's action potential ever fires — so the two statements describe largely independent events rather than one depending on the other.

At the outset of a cardiac cycle, all four chambers of the heart are relaxed together, a state called joint diastole. During this phase, the tricuspid and bicuspid valves are open, and blood arriving from the pulmonary veins and the vena cava simply flows through the atria into the ventricles under its own pressure — this is a passive process that accounts for most of the ventricular filling, and it happens before any electrical event has occurred.

Only after this does the SA node fire an action potential, stimulating the atria to contract (atrial systole) and push in an additional roughly 30 per cent of blood; the impulse then travels onward through the AV node and AV bundle to the ventricles, triggering ventricular systole. …
