Section 13.5.2 notes that an efficient antenna must be at least about λ/4\lambda/4 long, and that a 15 kHz audio signal transmitted directly would need an antenna roughly 5 km long -- clearly impractical. Using a high-frequency carrier wave brings the required wavelength (and hence antenna length) down to a manageable size.
