When a sound source and a listener are in relative motion with respect to each other -- either one moving, or both -- the frequency the listener actually HEARS is not the same as the frequency the source is actually EMITTING. This apparent shift in frequency, caused entirely by the relative motion (and vanishing the instant that relative motion stops), is called the Doppler effect, first identified for sound by the Austrian physicist Christian Doppler in 1842. It raises the perceived frequency during relative approach and lowers it during relative recede, and it is a general wave phenomenon, applying to light as well as sound (though with some important differences, section 8.9.5).
