Despite their economic importance, small-scale industrial units in India face several persistent problems. The most fundamental is inadequate and costly finance: small units frequently lack the collateral required to access institutional credit on reasonable terms and are forced to depend on costlier informal sources of finance, restricting their ability to modernise or expand. Marketing difficulties are also common, as small units typically have limited brand recognition and weaker bargaining power relative to large buyers and established brands, making it hard to compete on price or reach in wider markets. Many small-scale units suffer from technological backwardness, continuing to use outdated machinery and processes because they lack the resources to invest in technological upgrading, which limits both productivity and product quality. Delayed payments from large buyers to whom small units supply components or goods place further strain on the already-limited working capital of small enterprises. Infrastructure bottlenecks — irregular and unreliable power supply, poor transport connectivity, and inadequate industrial estates in many regions — raise costs and cause production delays, especially outside major industrial clusters.
