A persistent skill mismatch exists between what the formal education system produces and what modern services firms actually require, so that youth unemployment can coexist with unfilled vacancies in fields such as IT and financial services. A very large part of the sector — small retail trade, personal services, much of urban transport — remains informal, characterised by low job security, an absence of social protection, and low productivity, in sharp contrast to the smaller but highly visible high-productivity segment represented by organised IT and financial services.
Growth within the sector has also been strongly regionally concentrated: high-value services cluster in a small number of large metropolitan centres, leaving many other regions of the country without a comparable share of the employment and income benefits. This unevenness feeds into a wider concern about jobless or skewed growth — the fastest-growing, highest-value sub-sectors (software, finance) are capital- and skill-intensive and generate relatively few jobs for the scale of output they produce, while the more labour-absorbing sub-sectors (retail trade, personal services) remain comparatively low-paid and low-productivity. …
