One of the genuine structural weaknesses of India's services-led growth is that its benefits have not been evenly spread across the country.

Regional concentration is most visible in high-value services such as IT and IT-enabled services, and to a lesser extent finance and professional services, which have clustered heavily in a relatively small number of large metropolitan centres. This clustering occurs partly because such industries benefit from being near a large pool of skilled workers, good telecommunications and transport infrastructure, and other firms in the same industry (so-called agglomeration advantages), but the consequence is that many other regions of the country see comparatively little of the direct employment or investment benefit of this growth, even as national-level statistics show the tertiary sector expanding rapidly.

Uneven quality is a related but distinct problem, most visible in essential social services such as health and education. Urban areas generally have considerably better access to good-quality hospitals, specialist medical care and well-resourced schools and colleges than most rural areas do, so that the tertiary sector's contribution to human welfare, unlike its contribution to national output, is not distributed evenly across the population. …
