Bleaching by Cl₂ needs moisture to generate oxidising nascent oxygen; SO₂ is a bent, polar molecule; among O/S allotropes, only O₂ is paramagnetic.

  1. Moist vs dry chlorine bleaching: Chlorine bleaches coloured matter by oxidation, not by chlorine itself but via the nascent (freshly generated) oxygen it produces on reacting with water: Cl2+H2O→2HCl+[O]Cl_2 + H_2O \rightarrow 2HCl + [O] This nascent oxygen oxidises the coloured organic substance to a colourless one: Colour+[O]→ColourlessColour + [O] \rightarrow Colourless product. Since dry chlorine has no water available to undergo this reaction, it cannot generate nascent oxygen and therefore cannot bleach dry coloured articles — the bleaching action of chlorine is thus said to be permanent only in the presence of moisture (and is, strictly, an oxidative bleaching, hence not permanent against reducing agents).
  2. Structure and polarity of SO₂: Sulphur in SO₂ is sp² hybridised, with one hybrid orbital occupied by a lone pair and the other two forming S=O bonds with the two oxygens. This gives SO₂ a bent (angular/V-shaped) molecular geometry, with a bond angle of about 119°. Because the molecule is bent (not linear), the two S=O bond dipoles do not cancel; there is a net resultant dipole moment. SO₂ is therefore a polar molecule. …
